Member Guide to a CAP ES Specialty

Emergency Services (ES) training requirements in general are spelled out in CAPR 60-3. This publication is available on the internet at http://www.capnhq.gov/docs/webregulations/pubsweb.htm.

The first step is to complete CAP Senior Membership Level 1.

The second step is to attend the presentation of the GES Course by a qualified presenter.  Attendance at this course is reported by the presenter and recorded at Wing HQ.

The third step is to pass the Complete CAPT 116 test, an open book exam of 100 questions that can be taken online at http://www.capnhq.gov/nhq/es/tests.html. The complete exam has two parts. Part 1 is referred to as the General ES CAPT 116 (Questions 1 – 50) test and the Part 2 test is referred to as ICS 100 Training. Part 1 is an ES orientation course covering CAPR 60-3, with an additional 1 question from 60-1, 1 question from 60-4, and 1 question from 173-3. Part 2 is the Incident Command System (ICS) course. This part of the exam covers the ICS chapter in the 60-3. It is also identical to the FEMA IS-195 ICS class. (Note: If you participate in an ES capacity in another organization other than CAP, you may wish to take the FEMA exam (http://training.fema.gov/EMIWeb/is195.htm) for credit with that organization.) Before taking the online test you should study the regulations (CAPR 60-3, 60-1, 60-4, and 60-5). Completion Certificates can be printed out and copies should be kept by the trainee and in the squadron personnel file.

The fourth step is to apply for a CAPF 101 / GES card which enables the holder to participate in further mission training.  This is done using a CAPF 100 with attached copy of the CAPT 116 Certificate of Completion.

Once you have a Gen ES 101-card a member can be authorized by his commander (or designated representative) to participate in missions as a trainee. The training requirements for specialties are spelled out on the 101T forms (contained in CAPR 60-4). The commander provides this authorization by issuing the member a 101T card for a particular specialty. To keep the member from being spread too thin he may be authorized to train in NO MORE than three specialties concurrently.

The following specialties have no pre-requisites other than Gen ES part 1 and part 2:

You will notice on the Urban DF 101T form that a lot of tasks are specified by a task number. These task numbers refer to the Ground and Urban DF Team Task Guide that is available at http://mvcs_cap.tripod.com/es/docs.html. It is also available from the CAP bookstore but it is not listed in the catalog.
